Level ground broken?
Yes, I know that it is based on where I am standing/levels it at the current height of my feet.
But I am standing on what is supposed to be my foundation and the dirt pile is very clearly a lot higher than that. But I have been hoeing at it for an entire day from any possible angle, stepping off my foundation to be even lower than that...
And just.... nothing is happening. Literally no change. The effect of dirt being thrown around plays and thats it, the terrain stays entirely unphased.

Maybe I am just stupid but if that is the case then WHAT should I be doing different?

I have found through my own experience that it will do that sometimes. I correct it by standing on the side of that higher mound at about where I want my ground level to be. I found that usually fixes it.

Someone else may have a better solution.

Sometimes, when you hoe an area, you'll run across portions that refuse to level, either being higher or lower. On the high spots, I use the pick and just tap the mound once then, level it again. If there is a low spot (hole), I just 'raise ground' in the hole then, re-level. This usually evens out the difficult areas.

Pickaxe is in fact the way to go. I was looking up "Valheim Shovel" and got recommended a video how to make the pickaxe. So I figured 'why not actually'.
