I've already tried this - "Server is not responding".
I have no issue with hosting any other game server apart from this one.
Try using the Steam Server browser and check if you can find it in the local tab.
If that doesn't work, try adding it to your Favorites by using the ipv4 IP(something like 192.168.x.x)
Can connect to LAN server but only through a VPN, LAN address shows "Server not responding" in Steam browser, I then moved to my Finland Dedicated Box and no one can see the server. Finland Dedicated server also shows "Not responding"
The server list seems a little buggy.
I've tried endless solutions... Completely stripped UFW, changed IPTables to ACCEPT all and still no luck on the dedicated server.
It's odd because I quickly setup a Rust server and that is visible and can connect and I also setup a Teamspeak and to no surprise, it's working.
To clarify I have setup manual with SteamCMD and LGSM, both with the same results.
No, your video shows the server not visible in the Browser List, The Steam Server Browser shows "Server not responding" and no name is visible and you cannot join as it doesn't assign a game to it.
Game properties: +connect ip:123
I've heard that this is buggy or something but it's worth a try.
Once you boot up the game, click Start and chose the character and it should connect you.

I have added :2456, 2457,2458 and it seems to be resolving one of those to :2456 but the original IP:2456 still shows as not responding.

"I was having issues last night with this, I was able to connect by trying a different port number. I was trying to connect to the port number in the "-port" option, but instead of 2456, I had to connect to 2457. Not sure if this is case for you, would try 2456,2457,2458. Not sure if this is bug, or just not good documentation on the dedicated server."
