FWIW I'm running an i5 , 16gigs ram, and a 940mx, and I get better performance. (usually 17-22 with max draw distance, but it does dip under heavy load) (also none of the optimizations I have found dramatically changed this)
* Edit : video card has 2 gigs ram , i think this is a bottleneck

Edit the bootconfig file with the first 2 lines being :
gfx-enable-gfx-jobs=1
gfx-enable-native-gfx-jobs=1
edit the launch parameter in Steam to include :
-window-mode exclusive -screen-fullscreen
*Edit : Went from 17-22 to 19-33 (also turned off steam overlay and VR)

updated geforce driver (they just released one).
used the gefore optimazation.
was getting 30+ fps for awhile until i was running through black forest. had pretty hard drops there, but much better. will tweak some of the detail settings and see if i can smooth those areas out.
