I have never personally had an issue when new traders have been added in finding them in my old worlds IF I had not yet explored all the areas they might be found in.
The only way I personally know of injecting them into old worlds that have been explored is either through devcommands or by using the mod Upgrade Worlds (which is basically a better interface for those same devcommands) by way of 'resetlocations' and some variables.
Finding the locations via devcommands as in the video someone posted above is not the same as injecting them into the world as someone else has pointed out.
So I would suggest you try Upgrade Worlds mod to make things easier.

make sure you are going to NEW islands you've never been before.
i think the game wont choose a spot until you have gone near enough to it due to the game generates the world. the world seed is not fixed until you have actually been near enough. this is far enough away that your map is not rendering it, yet close enough for the game to make new render decisions - create new parts of your world seed. the spawn is simply chance.
but you;ll want to find the biggest swamps you can on islands you've not seen before.
if you explored your map to a great extent pre update, i suppose this could create a situation where the new lands/trader has nowhere to spawn.
