You can't destroy the middle tower of a fortress except piece by piece?

I wasn't able to destroy it all, there was a piece at the top that was invulnerable. But once things were disconnected from that, the other pieces fell.

I just pulled the battering ram up to the side of the inner fort wall and destroyed it in seconds.
