If you use the console debug command "B" you also get access to all recipes in addition to the above.
Hmm weird, I have used "setkey nobuildcost" before and you do have to build a workbench. Was this changed?
I am not familiar with that command, so I do not know how that works.
However the console debug command "B"(devcommands ---> Debugmode ---> B) has always worked as I described.
The world modifier, set in the main menu before you load into the world, is something that is new that has been added with Ashlands I believe, or after Mistlands at least.
But I also know it effects spawning, which also sucks, like a wall means nothing, in a way, something can spawn right next to it but a workbench, I am free and clear for a little bit.

You still do need to build workbenches.
One of the greatest reasons for using this option is re-building things that you don't like and you don't have to go around collecting all the materials back up. In fact, I don't hesitate to destroy and re-build even giant structures if I don't like how it is turning out.
If you are more into the building aspect of the game, this is a great option. Grinding for wood and stone is cute but after a few hundred hours of that, I'm good.
No Build Cost is the one you get when you choose the option in the settings menu. It restricts you to only be able to build anything you already know in the building hammer menu and removes the 'hassle' of having to collect materials or clean up debris.
The original you get with pressing B in debugmode is No Cost. This one is much more intrusive and easier to ruin the sense of progression and spoil a lot of things. It will show you all the patterns in all the benches, which will also go away when you turn off the code. Until you start building and demolishing because this way of building does leaves debris you could accidentally pick up and start unlocking things way ahead of your characters progression.
