"wolf" armor is like "wood" armor with less armor because of the extra perks on it.
if you want faceroll.. play on casual.. if you really only want the look of a wolf armor there is surely a mod for that.

The only way I can think to make it so its not cheaty would be this;
Once you have all lvl 4 Wolf armor, I would spawn in (or you could make if you have extra) lvls 1-3 Wolf Armor and place in a chest. I would make the next tier armor, then change the config to match. And as you lvl up that tier, equip the appropriate level Wolf Armor. For example. Make a full set of Padded armor, change the config values to 23, then equip the lvl 1 Wolf Armor. When you level up a piece of padded armor, equip that appropriate level Wolf Armor.
Now the cape would be different as all capes except the Ashen Cape is 1/2/3/4. Ashen cape is 12/14/16/18. To be not cheaty, you can edit the config to be 1100, 500, 430, and 300 as you level up the Ashen cape.
The ability to put "Glamours" on your gear (IE make one gear piece look like any other. Is built into the Marketplace_And_Server_NPCs_Revamped Mod. I'd suggest if you tried this you also add Marketplace_NPC_Models which gives you some preconfigured NPC's that will dispense this ability for Gold coins to the players that want it.

>judes equipment - same as above more variety and inbetween sets, lovely variety
>hugos armory - god tier weapons for mid to later game. nice models too + visual effects
>more upgrades - uncaps (according to config set level) the upgrade quality of weapons.
this one pairs nicely with any weapon mods and i like to tweak max weapon level to like 15-20 if im struggling later game solo (im bad mkay) but its fair as in you can spend up to hundred if materials like iron/blackmetal upgrading just one thing so def tweak the config to your likings.
>warfare by therzie - many weapons to have fun with. feels like vanilla+ tbh
>monstrum pairs very well with warfare and armory (both by therzie)
>epic loot - weapon enchantments and random procedural loot based on how many bosses killed in world. very nice addition but kinda tedious with all the crafting and RNG but still very handy.
>sages vault - magic expansion, new staffs that use stamina instead of eitr (may be updated in future to use eitr not sure...) staffs/robes/ sleeve blades(just 2 but still nice)

10% Qol weapons.
>weapon additions - Adds 40 new weapons (axes, bows, daggers, hammers, maces, swords, spears, scythes) and 4 shields. extra variety for those looking to kill things faster
i play with all of these plus some odd 60 other QOL mods(we dont talk about that) but these are the basic ones i like to use often. they really transform gameplay and all of them have a decent variety. also none of the mods listed above typically have any issues with one another.
i may have went overboard with the response but the main one you might be looking for is called "more upgrades"
