does a vpn change the regional prices? because without it i think you are out of luck if you have money on your steam account
if you buy a game as a present you will recieve a game as an Steam item wich can be gifted via the steam item menu

If I knew when the "magic" time was - when the regional pricing wasn't preventing the transaction - I'd happily buy it then. Hell - I'd pay double.

Anyway, the price difference it sctually stupid.
I was merely pointing it out as an alternative option in this particular circumstance where Steam won't let you gift the game directly. If the OP's friend would be interested in playing Valheim with them, but is pinching pennies too much to buy any games themselves right now, the OP can communicate the situation and offer to give them a gift card to use on Valheim.
