1. Next time you can also alter world modifier settings so that you get 3x resources which for moder eggs will triple the looting from one nest(not all resources do this but moder will)
2. How old is your map? By this I mean how long ago did you start the map?
The reason I ask this is because maps created too long ago have had their boss spawns and other things altered around the time mistlands released. If you'd not explored into the mountains at that time where moder was supposed to be but you'd found the marker otherwise, it is very likely that moder's spawn spot was shifted else where.
To that end use this site: https://valheim-map.world
Put your map's seed id into the search field and then click enter and tick the boss spawn location box to see where it is supposed to be on the current map ID's iteration.
Keep in mind too, once ashlands releases, there is a possibility that maps will get another shifing too which means you may have to make other considerations if you've not explored into plains and mistlands by then.
If you're searching for a map that may make things easier for you(ie because all bosses on the same land mass and TONS of resources needed for play goals), then I recommend this map seed currently: wzSqEhBs3i You can look it up on that website search I mentioned.
Best of luck.
Incorrect. Please reeducate yourself about how the game works.
Upd.: I reached the altar, which I found on your map. There is an altar there!
Or alternately, since you already have frost resistance, just go kill Moder on a new world and then save it and go place his trophy at the shrine of your original world.
