2 star enemies are very very rare. aside for ticks. the amount of enemies in total is pretty normal for a mine tough. 12 seekers and 1 soldier is an average amount for a mine.
Though I play solo, always on Normal difficulty (default), and don't use mods, so I'm not sure if my situation matches yours. If you are in a large group, I can see where those numbers could be normal, though I can't say with certainty. Also, if one dials up the difficulty of the game with the World Modifiers, I believe it will make one and two-star enemies more common.
My guess would be its your mod that is causing this, though it could be just RNG went nuts at that mine. Or you are playing on a harder difficulty than Normal, where more one and two-stars are to be expected.
As for the one soldier, it seems pretty common to encounter one fairly close to the entrance. Sometimes two. And they can have stars also. Always fun to run into a two-star soldier right off the bat ;)
