does slightly less DMG vs single mob, but consumes less eitr and maybe shoots faster, it seems .
it also sets multiple targets on fire, but not a big plus in the end...
staff of frost does a better job vs high HP mobs In ashlands notice
All in all, the mistlands staves are very strong in ashlands, and the new ones are underwhelming.
i would not say it is better than ember but it has features which might be useful in some situations.
embers have its own problems as shooting in some cases destroy environment too much so you can not always use it and it starts fires which can limit area you can move yourself.
so personally i use skeleton staff to get some meat shield where enemies agro, then you have to use staff of protection as your armors with eitr regeneration is not enough to protect you and to keep skeletons alive , then staff of wild which knock back enemies like in pinball game, and frost staff is useful to prevent certain enemies running away. I do use staff of embers when i want to destroy everything in area.
i would keep cluster staff but as inventory space is limited you have to leave some of staffs away
