(Addendum: I wonder if this is one of the world modifiers that can carry over if edited in a single-player setting?)
Correct, and I'm having an issue using two -setkey(s). It seems to work, then ignores the other, or fails and I have to remove them and restart the server... :/
It seems very wonky. The official dedicated server info only offers nobuildcost, playerevents, passivemobs, and nomap as options, but in the single player worlds you get a ton of options and on the wiki they say you have a ton of options.
Does anyone have feedback on what works in dedicated servers? I've tried messing around with -setkey SkillGainRate 500 -setkey SkillReductionRate 0 on a dedicated server (default values are 100, and I hear the range is 0-5000; not sure because it's really hard to find official updated context).
Here are the global keys/modifiers (of what I could find):

Does anyone have experience modifying the bat file that produced positive results on a dedicated windows server?
