I had a serpent run on one map. a long north/south stretch of ocean that had meadows and black forest all the way. I would just sail up and down it at night and when they spawned, just harpoon and drag them to an easy shore so you get the scales and trophies.
If its just the food you want you can kill them in the sea with a bow, the meat floats, but the trophy at the very least sinks.
Actually, lure them close to the shore, get onto land and harpoon them at that point.
Makes it easier to drag them onto land, which makes it easier to kill them as well. And you won't loose the trophy is the water is too deep to recover items, as the window to pick it up is realy very tiny.

When you think in the middle of nowhere on ocean it should spawn, it cannot because of this
It's a matter of sailing right at sunset . Night is short , maybe 8 mins . I only encountered 1 per night or none while hunting for his trophy
