Most enemies can be parried with same biome tier buckler that are updated. For mobs with stars it's more complicated
but yup, you can certainly parry a troll. pretty sure you can parry everything as long as you get the timing. not poison dmg.

This is not correct. All damage to an enemy while they're staggered is doubled regardless of how they were staggered.

The parry bonus multiplier on a shield is applied to the shield's block armor (which acts as a second layer of armor that reduces damage using the same formula before it then gets reduced again by your equipped armor), thus bucklers have the lowest block armor for regular blocks and the highest block armor for parrying.

Thanks for reminder. Also why a buckler is the only useful shield in the game when playing solo imo. Tried to find reasons for crafting tower shields and such, I cant. better just kite or parry.

Well, effectively, they kind of are more offensive. If you can parry heavier attacks, you can potentially engage bigger or higher starred enemies in melee and stagger them for the damage bonus with an iron buckler than you can with a banded shield, for example.
Without the ability to parry a high damage enemy (or to stagger them by some other means), fighting them in melee can be so difficult and risky as to not be worth it (skilled enough players can get it done with dodge rolls and stepping out of range of attacks with correct timing to keep the enemy from magnetizing to them during the attack animation, but that will be difficult for most). So a buckler can let you fight enemies you'd rather avoid without it.
Though the movement penalty makes them pretty sad even then, especially if you combine them with heavy armor. It's just not worth it.
