First is fishing should be done somewhere safe like on a boat in the water or at a walled in pond (still subject to raids.) This is to keep waves from making you swim which causes you to lose your bait. You always get your bait back if you reel it all the way in (reeling also gives skill.)
Increasing skill can reduce stamina drain, but it still aint going to be enough to make catching higher fish easily.
Your fishing when starting out should be focused on this based on their stamina drain:
0-10 pickerel
10-25 pike
25-35 trollfish
Past there it gets really hazy with the stamina drain for the types of fish. Especially because you start running into higher quality fish (1 to 5) which give fillets, but drain more stamina.
The thing to do figure out the distance you can safely reel the fish in and start from there. For example with about a 20 skill you can reel a pike in from 15m without running out of stamina, so if you casted to 25m, reel it in to 15m, If you lose the catch just sit and wait for that fish to bite again (if it aint moving then jiggle the line a bit til the fish moves.)
Now the big trick a lot of people do not realize, you can throw the fish back and catch it again. Which is really good for fish like Giant Herrings (abomination trophy) which gives Iron ores and chains when catching them, or anglerfish (lox trophy) with soft tissue. Make sure you are reeling the fish ALL the way in and not just click grab because it got close or landed in the boat because that bypasses the special loot table.
Now for stamina food, not sure what you call stamina food because not sure what is available to you. I personally prefer Onion Soup, Bread, and Turnip Stew because that gives like 230 stamina total.
Now if you got a bunch of extra fish, then use the cauldron to make fillets then throw the fillets on the fire to make them into charcoal. One hearth with two racks can do 10 at a time.
If you get to it, the fishing hat is worth it, it takes 1 of each type of fish for quality 1 that gives +20 fishing and +20 swimming.
But not always? I've lost some and even had the line snap when dragging the fish onto shore (not reeling) but this usually results in securing the catch.
That should leave you with enough stamina to reel the fish in, to fight it while reeling in and to catch it eventually, and still have some stamina left.

You can catch any fish with any skill if you can reel it in before stamina runs out. The quality 5 fish I have caught drain 200 stamina in about three seconds. So you basically can only get about 3m per bite.
For example, in my fishing pond (where I throw in Giant Herring to catch them for iron ores) I can do 15m and catch them for about 150 stamina with a 45 skill (this is ignoring the whole fighting back mechanic.)
Meanwhile if I go to the Northern zone I can only do about 5-8m with the Northern Salmon.
From spawn, head North North East in a straight line & head through the woods. Keep going until you find a large open field with a few Oak trees. Keep heading north from there, there should be a small wooded area, head past the treeline, until you find a boar stone & fishing pond, the fish there spawn back frequently & in good number at both ends of the pond.
Set up a shelter there, with fire so you can fish from the side of the pond. ezpz fishing.
Remember when you start out to just catch easy perch or Pike in the Meadows. Depending on your skill level, just cast small & wait for the fish to bite the bobber, at that exact moment, reel in to hook, then reel in all the way when you are confident.
Having a fire & shelter helps for the buffs they provide. Fire, resting, rested, shelter, Fishing Hat (if unlocked, you didn't really specify) and your 3 best stamina foods is all you really need to catch fish easily at this point.
Keep as many Lox & Abomination trophies as you can, they make the bait for the best loot drops from fish. Good luck with the fishing.
Trollfish give troll hide and copper ore.
Giant Herrings give iron ore
Tuna give Onion seeds
The fuling trophy ones give barley and black metal
Anglerfish give soft tissue.
Yeah lots of people have that habit of just grabbing the fish and skipping the loot roll.
As I stated earlier, I have a fishing pond I made and I throw the Giant Herrings back into the pond to catch them over and over for mining iron.
I will definitly not grab the fish anymore.
So the best setup would be:
-stand on a boat or pier right above a fish school
-eat good stamina food for 200+ total stamina
-cast the line as short as possible (<3m)
-only reel in when it's not fighting back
-have a big stamina potion on a hotkey for consumption if you run low before catching it
- if you want the special loot chance, reel all the way in and don't press E on the fish
that way you should be able to catch any fish of any lvl, even if your fishing lvl is still very low
BTW: I read somewhere that you can use pufferfish in bathtubs as traps to poison mobs that fall into trenches. I haven't tried it yet, but if it works it would be like a much better version of stakes, possibly useful for afk spawner farming because mobs don't attack fish as fish aren't attackable entities
