As for the question, there will be no "complete" biome-themed content patch covering the Ocean. However, devs have hinted and there is certainly room for stuff to be added to the biome, maybe even a bigger update like the Hildir's quest one.
I personally wouldn't want the ocean to become any more dangerous than it is already. With storms, mobs aggroing from the shore, serpents and hidden reefs there is enough there to make hauling that iron home an adventure. So, riddling the ocean with bigger and badder mobs than the serpents would just make sea travel more annoying. But, having something rare that you can actively seek out - dungeons, bosses, secret islands etc - like the Hildir dungeons, that would be fun.
And without the things you mention any update will be totally pointless. So I expect it will be prioritised over Ashalnds based on the track record.

A small update adding more sea creatures and better sea craft options and DONE.
Maybe some new Sea food options too IDK.
Maybe an ocean boss that the only way to get to it is to suicide your boat into a whirlpool.
Which is sad because they should be worried about other things.
The ships update has no excuse for not being out. There are already a bunch of mods that do roughly what they said they were going to do. I do not like seeing modders outpace the devs that claim "it's done when it's done" which is not a valid reason. They need to step up and deliver.
I love this game and I wish them success, they also need to not be outdone by modders in their own game. Let modders mod, but that should be for above and beyond tweaks that not every Valheim fan wants. NOT like Bethesda where you have to mod to fix and complete the game.
