Aim slightly above the target.
For animals - deer, boar, neck, hares - I'm usually aiming at the head and having the bottom of the reticle barely tiuch the top of the head.
Same goes for the blobs, growths and ticks, as well as Greylings, Greydwarves, Draugr, skelletons and Furlings.
For bosses, Gjalls, Lox' and trolls it doesn't matter much as they're big enough to be hit anyway; although I prefer to aim at the chest to make sure I won't miss either.
For Drakes I'm usually aiming at their necks / shoulder as they're large enough to be hit as well.
For leeches, seekers and seeker soldiers I usually aim halfway the body as their large enough to be hit anway.
And to get maximum effect, no matter which bow I use, I'm always doing my first shot while sneaking and having the string pulled back to the max.

And an easy fix for the devs, it is one(maybe 2) value changes for it to you know, actually shoot where the reticle is. Bugs they cba to fix are still....bugs.
Edit:
Vanilla (Finewood Bow) is:
Attack Height = 1.5
Attack Offset = 0.1
Adjusted to match reticle:
Attack Height = 1.65
Attack Offset = 0.25
Values will depend on the Bow attach values/bow size.
I've been gaming for 25 years this is moronic. There are a ton of realistic even simulative medieval games in third person who know that's just a lazy dev implementation.
