They should be in the mines. In a small niche room, in a secret room, at the bottom of the well rooms, or up on the wall in the extra large rooms. It's completely randomly generated. I've been in mines that have none, and once found one that had five.

Finding one can reveal hidden locations on the map like the traders, bosses ect.
1. Go here: https://valheim-map.world/
2. input your specific map seed into the appropriate field and click go.
3. If the information is not accurate, this indicates that you made -your- version of the seed a long time ago and have an outdated version of the seed. If that is the case, you'll need to click the "World version" tab and change to a version more appropriate/accurate to the time frame that you activated your map. Depending on the age of it, you may have to check multiple world versions in order to discover which one matches your currently used map.
Alternatively, you may wish to consider making a new seed(and use the same website search system to find one) that better matches you potential needs. If such is the case, I can suggest this current version map that not only has all bosses on the same land mass, it also has hildir and haldor on the same land mass(but 2 of hildirs quests are on an adjacent land mass. Since I've beat the queen on this map, I can assure you that there are also enough fragments to make a seal too(if you didnt already make one from your previous 15 mine hunts.

genloc ("generate locations") isn't for finding things, it's for re-populating content.
find is the command you're looking for in this case, though keep in mind that it does require having devcommands turned on to be able to use it. If you do choose to use this command, then the itemid for The Queen's vegvisir is BossStone_TheQueen (sorry, this is for the sacrificial stone at the center of the map).
Really? I've always found them fairly accurate. Update it like Lacrimosa said. Is it a really old map, like pre-hearth and home?
