How to change World Modifiers on a Dedicated Server
I decided to try experimenting with setting up a Dedicated Server. I would like to change the world modifiers, like you can in a customer server, however I am unsure how to do this. If there is a link of where I can go to reference this, I would appreciate it if someone could post it. My google skills have failed to find any such information.

Just enable devcommands and try to change world modifiers with "setkey" command. You don't need admin mods for that. If you use admin mods, disable them first because they are messing with setkey command.
This video could help you.

I dont think those affect the WIN dedi .bat, the modifiers must be set in when the command prompt is run.

I assume it is something like

valheim_server -nographics -batchmode -name "Servername" -port 2456 -world "Worldname" -password "password" -crossplay 1 -public 1

-modifier raids none
-modifier DeathPenalty casual
-modifier Resources most
-modifier Portals casual
-setkey playerevents
