Do you get more skill exp for higher level creatures?
Does killing a boar give you the same exp as killing a fuling?

You do not get exp from killing, but from hitting. The target mostly just needs to be a creature (for weapons). Being rested helps (says wiki).

No, yes. In that order.

More specifically, you get a fixed amount of experience for each successful and proper (whacking a sword against a tree or firing a bow at a wall doesn't count) use of a weapon or tool.

So in theory if you re fight Eikthyr with the weakest weapon of whatever type you favour you'll get the most EXp out of the exchange as you will need many hits but for all his flash and Bang he does little damage to anything in better than Leather armour..

Yes. In fact I used to employ this very concept with a string of cave trolls to level up weapon skills. The secret there is just to wear great armor (so that you're regenerating as quickly or faster than they can harm you) and leave each cave before actually killing them so that they're back to full health by the time you cycle back around.

I usually go for Loxen since they are easy to find and you can actually use the loot a bit. I would really like to have more of the bosses easier to summon after the first kill, especially Yagluth. Bonemass is nice to level up e.g. bows and decently easy to summon too, though I think the summon stuff is finite.

this is why keeping some spawners around is a good idea. Late game I usually go find a black forest spawner and get a couple of stacks of their eyes while leveling up blocking and some melee skill.

one of the easiest ways, other than using devcommands to raise it up with no effort at all, is to turn on god mode and let your friend hit you with whatever they need to level up their skill in. or the other way around.

An easy way to level up fists is to beat Hugin to a pulp. He's a cucked little birdie and will keep reappearing to tell you the same thing over and over again. It does count towards fist exp. Takes a while, but it's more reliable than finding mobs to hit who can actually kill you.
