Ocean base
I know the game wasn't built around ocean bases but I have seen clips online of giant ocean fortresses. I was just wondering what the methods were to making an island in the ocean

There are some shallow spots of random biomes, plains often, that sometimes pop up. With devcommands you could raise the ground without a workbench.

You don't need devcommands. Just find a small island, build a workbench, get a lot of stone, and start raising the edges of the terrain until it's the size you want with your hoe.

Do islands only spawn in biomes and not in areas labeled ocean?

Yes. I believe Ocean biome is always at least a certain depth beneath sea level, though I don't remember the exact numbers.

I've seen tiny chunks of biomes from time to time. That happens in the ocean too. I was sailing in the ocean once and the biome message switched to black forest and there was a tiny island that had a few boulders and a troll cave on it and that was it.

If you find an isolated island like that (sans troll cave) it easy to terraform it into an ocean base.

The troll cave is a bonus. You can plop your chicken eggs inside there and keep them safe from raids.

Yeah but that works for any troll cave. Nothing from the outside can come in (except a player) so its better to use a more accessible (for you) troll cave.

And there was/is pretty much nothing but water in LOS around it.
Oh, and that is the "high" point of a wave. I drops at least 4m to the "low" point.

Ooof, too bad diving isn't a thing without mods. Could you imagine all the cool treasure you could find?

Jup, might be nice. Maybe possible with some future update? One can dream... ;-)
Currently it's not even possible to properly get in (not on) the lowest floor. I have to wait for a big wave with a low enough dip and maybe can get bellow the lowest stone ceiling but the camera stays above the water line (if I recall correctly) so not much exploring possible.
