Not a fan of locked content like that but in this case its pretty fair.
Its always gonna be in grey area but whats the point of a cosmetic item that indicates you are this or that (early adopter, mod/admin, dev etc) if everyone could wear it. Just play and if you fancy better drip mod the game.
An exclusive coming back as an available-for-everyone would, indeed, make (some of) those who earned the items annoyed, and they would be justified in feeling that way.

early adopters get to brag and have it for a few years then all get it and voila yes some adopters will b mad but they got it for free and had a period of exclusiveness and honesty i feel like alot of those ppl wil just be done bragging or caring by that point. again my opinion but i do feel lie this way it resolves most things
This is the developers thank you for the people who were there from the get-go.
On another note, an official DLC would have to be freaking amazing for me to consider buying it given the host of mods that add great content to the game.
