What do the logs say?
I regularly move a map between server/local and never had any problems.
But I'm not using the steam cloud.
Tried the cloud with a character and had no problems with that in it of itself (just a tiny lag when that character got saved) - but I was unable to restore own backups (FreeFileSync+RealTimeSync) while VH was still running.
-> Had to quit VH before restoring such an external backup. Otherwise re-joining a map/server caused the character to reset completely (= created a new blank character).

on a seperate thought is it worth uploading your world file into https://valheim-map.world/ seeing if it spits a corruption error or recognises it as outdated?

I checked map through .fwl / .db files and site and shows it isn't corrupted. As far as I know we are on the most current build as we started the server on Feb 7th.

The failed to place <stuff> is normal AFAIK. I get such "erorrs" too when I open a year old backup of my map.
Never seen that World db couldn't load correctly, ... before and it's not much help. The order in which those errors occur makes no sense:
1. Couldn't load world correctly
2. but try to save anyway
3. only to fail again
4. and then "respawn"?!
So I agree ...
... sounds like some kind of wired version mismatch.
I'd guess you're trying to open a newer map with an older version but that doesn't really make sense either.
-> I suggest you figure what exact version of VH are running on the server and on your end.
Can other members of your group load the map locally?
Sure the copies you got are all right and weren't made while the server was running? Maybe an automatic map save interfered.
