But yes, the "World Modifiers" are accessible throughout the game. Sometimes I will change the raid slider to no raids and toggle "Passive Enemies" to give me some peace and quite will I build. Once I'm ready to resume play I can log back out, change the world modifers, and go back in.
I believe the slider goes down 3 steps: raids less often, much less often, and no raids. I finding sliding it down one notch very nice. Raids still happen but not so often as to annoy.
This is it: workbenches stop spawns. So for a large base, a common tactic is to build a moat or raised wall, and then place workbenches around the edges (you can hide them inside walls, floors etc if you don't like them poking out).
Mobs will then only spawn outside your base, and often far enough away they won't bother you. It protects against most raids, meaning you can ignore them, or engage them for their juicy resources. The exception is a Mistlands raid, which is the point you probably want to turn raids off because the game offers no viable protection, at least as far as I've been able to find.
Using stone and your hoe to make a tall wall of natural stone may not look very pretty but it will work even better.
Stone walls are strong, only take 2 iron (stonecutter) to turn stone into brick.
Make an interconnected network of workbenches, since those prevent spawning. I have a small island where I did just that. Let me tell you that watching a raid notification, but no enemies spawn is hilarious.
There's actually a few items that prevent spawns, the campfire also being one if ya want something more discreet
