Use the atgeir, middle mouse wheel button for secondary attack. It will heavily stagger any wolf, allowing you time to do what you need.
FYI, I don't try to parry the wolves, at worst I let them bounce off my shield then whack 'em. I've never used the atgeir (never took to it for some reason). Might be better to use.
Unfortunately, you absolutely cannot block a 2 star wolf without a parry. Maybe not even with a parry I'm not sure - at least at a block level of around 30 and a silver shield. I died within seconds each time. Part of it may be that the 2 star wolf isn't alone and a second or third attack pushed my stagger over the limit. It was hard to tell.
Normal wolves I can block for a while though without a parry. At least enough to kill them.
Atgeir is good too, though stamina may become an issue during the hunted event. It wasn't really made for spamming attacks.
No need to spam attacks, just use it more strategically.
When you feel unsafe, find a semi-safe looking area or make a cave, etc... throw your temp portal down.
Go home, sleep if it is night or just get your rested buff back, empty inventory, go back through portal with a rested buff and clear inventory.
You can also use this strategy if you are about to do something dangerous and think you might die... so if you do make a mistake and die, you basically have eliminated the corpse run.
As for the hunted event -- this is why you run with the Bonemass boss ability.
When you get jumped, it is unbelievably valuable to have.
I have a portal I use when exploring or traveling so I can get back easily. I call it Explore, but it serves the same purpose as you describe.
Use Bonemass power
Eat better food (I suggest wolf skewer / sausages / eyescream for mountains)
Wolves do slash damage so root isn't that great, use Fenris instead.
I like to use a spear when meleeing wolves because it's fast and I'm less likely to get hit without my shield up if I miss a swing.
A 2-star wolf does 140 slash damage. A max upgraded silver shield has 90 block armor, which reduces that to 54.4 damage. So you need 137 max HP to block a 2-star wolf with a max-rank silver shield.
As a general rule if you ever get staggered through a shield block you should turn around and bravely run away.
The spear suffers greatly from a hilarious lack of range (it's the same as a dagger.........)
and it has the most trouble with elevation of any weapon (not to say others don't it's just the spear is particularly bad with it imo).
If you are going to go spear, just go Atgeir. It's much better with range and even a little better at handling the elevation problems.
On top of that, the special (middle mouse) attack is actually very good throughout the entire game.
