DO NOT BACK UP A LEGACY SAVE

I backed up a legacy to the cloud like recommended and now my game is basically useless past the load in campsite, I cant make new characters, no new or old worlds. The only thing i have not done to fix this is try to completely reset my files.

Being able to make a new character should have nothing to do with your saves being local or in the cloud; it sounds like something is legitimately broken.

Have you tried disabling/uninstalling your mods?

Another culprit that comes to my mind is Onedrive. If it happened to move the saves into its storage the game cannot find them there.

I only mention this because it happened to me recently but with a different game.
