Seems pretty well-documented to be a myth, and supported by official Discord staffers.
To put it another way, there is absolutely no chance that Boar and Neck will have any stars within 800 meters of "world center"; if you want to see stars on those mobs, you need to be at least 800 meters from spawn.
Being 1800 meters from spawn is no different than being 801, as star chances go.
Deer, on the other hand, have no restriction on where they can have stars. 9% of the deer you encounter (roughly 1 in 11, overall) will have one star, and 1% (roughly 1 in 100, overall) will have two stars. Distance from spawn is irrelevant, in this context.
All of that being said, maybe RNG just hates you today. Try again tomorrow.
