They added fenris later, obviously mistlands later, and swamp's wood armor came later as well (as did the monster that drops the bits).
Its either an oversight, not done yet, or maybe never will be but if I had to guess its a TBD alongside a (maybe?? hopefully??) dungeon in the plains (also missing).
This is pure speculation, though. No mention of it to date that I know of.
The root chestpiece is a very good thing to wear in the plains already. The pierce resist works great against deathsquitos and spear throwing fulings. And if you're not planning to raid a village, putting on a piece of fenris armor will keep you from walking like a turtle. In some cases, the tradeoffs are worth it.
I'm new to the game and just 'finished' the plains other than the boss (still looking for an altar, but have all the materials and everything crafted/upgraded) and it feels to me like the gear progression for the plains is 'incomplete', when compared to all of the biomes up to that point.
I have no idea if that's the case, or if the devs just wanted it that way. But it is how it feels to me as a new(ish) player. I say (ish) because I have almost 150 hours of playtime now. But it is still my first playthrough.
Actually, they just don't want to go back to finish plains. Slapped H&H "improvements" over and that's it. Probably won't touch it before release at all
You can survive plains in troll if you're careful, and it's quite easy in Fenris as long as you don't let your health get too low (good advice for plains in general).
I'm actually quite surprised how well Fenris armor, a silver knife, and an iron buckler work in the plains.
I run around the plains in Fenrir armor at night while jamming out to Metal Music 🎶 🔥😇😻 🐺🐺🐺
