Unless you cheese bosses there isn't really anything else you can do to rush it other then to build less & maybe skip some upgrades.
You do have some prior expirience so you'll adapt faster then first time players.

Edit: there is actually a valheim-map generator where you can look up stuff specific to your Seed. Check out where Crypts, Bosses and other point of interests are.
The food requires a rather rare ingredient making it difficult to run 24/7 magic, and you can't do it without the food. If you are looking to be a full time mage, its a struggle. If you just want to blow things up once in a while... ok.
you can of course just cheat in the stuff. A frost staff and the blue mushrooms would let you play from day 1 as a mage without the rest of it which is overwhelmingly powerful. Ease the other stuff in as you get to the mountains. Might be a fun experience if you don't mind cheating.
There are new skills to go with the new magic weapons.
To OP: Just like every other skill, they'll first appear once you do something that's covered by the skill - in this case, your first use of an elemental staff (Elemental Magic) or skele staff (Blood Magic). All such things require components gathered from the Mistlands.
