Rested definitely effects Etir regen even though it's not listed.
Now what stacks and what doesn't stack is the question.
Honestly I feel like the Robes are highly unnecessary as the Fenrir Gear movement bonus is better when just blowing through low level content with Magic and the Carapace or even Padded Gear is better for defense when fighting Mistlands content, the bonus Regen isn't really necessary especially since you can just use a Stamina weapon while you wait for it to regen and chug Mana Pots if you want.
On top of that, even with just the Rested Bonus once you have decent Elemental Magic you can just Fireball, wait for the dot to fall off, then Fireball again, the Etir amount it costs should regen by the time the dot falls off. (And since the DoT effect can't stack, not much reason to spam fireballs)
The dot effect from the fireball staff definitely stacks either up to 3 or 4 times. Test it on a lox that has high HP. Throw the first fireball, see what the dot value is then imediately shoot another one and you will see the mob burns for more. Its not double the damage so that rules out a second instance of the burn debuff so that can only mean that its a stacking debuff that has to cap at around 3 or 4 instances, maybe 5.
I've actually tested it as well and it seems like Crits can happen and that will cause the DoT to increase in damage, but having a non-crit happen after a Crit reduced the DoT damage for me.
Wait, what? There are crits in this game? I know theres a weak-neutral-strong system color-coded to gray-white-yellow for damage types but i never knew there was actually a crit mechanic? I could swear i kept hitting lox's and the dot damage went 27-36-44 or something of the sort.
I think what happens is that the dot fully runs out, and subsequent shots dont refresh it but they increase the dot instance damage until the debuff goes out?
You can check the effect of any BUFF that you have active on yourself. Open your inventory and click the icon with triangle shape.

Just because the UI shows a number (or conversely, doesn't show a number), it doesn't mean something doesn't work/is capped.
What you should do is to equip the Eitr-weave Armor, cast a spell - like Fireball or Protection - and observe how long it takes you to regen back to full.
Then get Rested bonus + armor for 200% total and observe again.
Then add the Queen buff for 300% total and observe again.
Another example from the base game,
hovering over your Elemental Magic skill tells you that it reduces Eitr cost. But if you hover over your Staff of Fireball, the cost is the same 35 Eitr no matter what your Elemental Magic skill level is. However, if you actually cast Fireball, it will take less Eitr when your skill is higher.
I know about the crow tab that lists all the effects but i'm saying it doesn't look like Eitr regen actually stacks and an 100% increase in regen should be obvious but it isn't. I'm gonna test it again.
There are two mechanics that people often call "critical hits":
Backstab - when you hit an enemy that does not have a red exclamation mark on top of his head, you deal damage multiplied by your weapon's Backstab multiplier. Knives do 6x damage, most other weapons do 3x damage, and there are few exceptions that have lower Backstab mult.
Staggered hit - when you hit an enemy while they are staggered, they take double damage. Enemies get staggered from taking Physical and Lightning damage and from having an attack Parried by the player.
PS: Every time you hear the "ching" sound on attack, that was a staggered hit.

Increase in DoT damage comes from the simple fact that your damage is not a fixed number (ie. 120), but a range between X-Y, so that's why you will see a variance in the numbers. Moreover, Staff of Fireball deals Blunt damage on impact, which can Stagger the enemy, which makes your next Fireball deal double damage.
So far I am using the blue shroom as food and the cold staff to level up elemental, rather than waste any good food (royal jelly) ... farming a couple of grey dwarf spawns with it.
Don't forget with the addition of mistlands we now have weak spots on certain enemies. For example the orange spot on the Gjal.
