When you breed 2 wolves its a 50-50 chance which parent the cub takes after, so yes, you can get 1-star puppies as long as one of the parents is a 1-star. Just make sure to precision-kill the no-star puppies you dont want so they dont run into the population density limit and stop breeding.
Note- tame wolves no longer howl, but the puppies do till they grow up.
IMPORTANT NOTE- once an animal becomes fully tame every other critter in the game of a different species will aggro on it, the same as they aggro on you. So make sure you're prepared for that so you dont go through all the trouble to catch and tame something and then have it instantly slaughtered by something the moment it tames. Wolves are especially vulnerable to this if you tame them in the mountains since drakes and golems will massacre them. Try to lure wolves down off the mountain before taming if possible, and if it isnt possible then tame them in a nice roofed-over pit so nothing can get at them before you can intervene. Once you have a pair tamed breed them till you have 4 in the pit, and only then try to move a pair off the mountain, leaving the other 2 in the pit to breed more if needed. (Personally I'll make a second covered pit just far enough away for breeding and when I have 4 in the first pit move 2 of them into the second pit and breed both pits up to 4 wolves before trying to move 2.
Dont forget that even if you get off the mountain successfully trolls will still kill your wolves, so take care to avoid them, and if you cant then make sure YOU are the one that gets to the troll first so it will likely focus on your and not the wolves.
Once a starred wolf is tamed you can command it to follow you and it will do so. You have to occasionally check on it to make sure that it has not gotten stuck in terrain and sailing it to another location on a ship can be a problem. Once you reach your destination you can command the wolf to "stay" and it will wander around a bit in the new location but never be too far away from where you told it to stay.
You can breed starred wolves with 0 star wolves (or 2 star wolves with 1 star wolves). Its a 50/50 chance which type wolf you will get when they breed so just breed lots of them and when you have 4-6 starred wolves cull the 0 star wolves and let the starred wolves continue to breed.
If you keep your livestock inside a roofed building, enemies (especially important when dealing with flying/missile using enemies) won't see them and be able to attack them which will give you time to deal with the enemies before they can damage your base. Tamed wolves (and tamed Lox) will attack enemies (except for wild versions of themselves) that get too close provided those enemies can be reached.

I have a weirdly bugged spot in my main base where a deer will occasionally spawn inside the walls. Occasionally I would find deer hide, deer meat, and the occasional trophy sparkling on the floor and I thought it was my wife trolling me but it was this weird bug and if the wolves found the deer they would "handle it." If they were hungry I would only find hide.

Tamed creatures will attack wild creatures that aren't their own species and monsters (except tamed boars won't attack anything). Since wolves can follow you, you can be a beast master and take several with you to hunt neck, deer, and wild boars. Later in the game you can make a saddle and ride a tamed lox. Your tamed lox mount will fight non-lox creatures that attack.
