Where is my character file? Is it in the steam_autocloud.vdf?

I noticed my new character and world are not listed by name in the characters/world folders. Are they in the steam_autocloud files? Is that what I restore if I want to restore them?

I found if I go into the game and say save as local, then the files are put under characters_local and worlds_local. Not a single article I could find on how to backup mentions any of this. This might be a new change that has not been documented yet. Steam Cloud is nice but you can not backup and restore within.
