The shaman do not drop them that I know of... it's the berserkers that will drop them (rarely).
A couple times I too have found the altar before finding the vegvisir. To be fair, I have missed it before. Found a stonehenge with "nothing" and moved on only to notice it later from a different angle because it was tucked flat up against a stone in a way I'd not seen before.
Seems like they are intentionally making the vegvisirs more and more rare as the biomes progress.
A couple times I've used the map website to show me the "boss stone" locations only to see a few in an area I new I had explored. Went back and checked the coordinates and, yeah, I had missed it.

In this update you can touch hint stone located at altar and get mark on the map
Just set distance render setting to max and look for 5 curved stones - that's the altar
