The only exception is that I remember falling down a staircase in one of the marble structures located inland that led into a another infested dungeon opening. The unfortunate thing is that I died at the entrance before I could mark it on my map and I simply cannot find it again.
[edit] I actually found it again! I had trouble locating it because it was higher up on a hill, but they do in fact appear (rarely) in the marble structures. That means it's worth exploring each structure you find but I did find more infested dungeons on the coast more often if you are willing to explore more of your map.

While I don't necessarily think there need to be more dungeons, some of the spawn rates for things needed that are found in the dungeons do need adjustment. It should at least be a bit less of a grind finding the black cores to get started on the mistlands items. That was the worst grind for me in this biome.
All I can say is that spotting these is tough. I thought that spike fences and a dwarf meant no dungeon, but circled back and discovered the mine in spite of that. There isnt a hard and fast rule that i have found -- check every black marble building. And not sure if they can be buried -- Ive even dug a little below a few of the abandoned ones I found.
I don't like the core progression thing either ... its a repeat of the forest and you either find a bunch or none at all in a dungeon, with the dungeons being much rarer. At least most forest have them every 5 min walk or so.
