Starred wolves only spawn at night. They tend to come in packs with other wolves. They spawn at the places where the day time wolves spawn and you can attract their attention by making noise. 2 star wolves only have a 1% chance of spawning so if you kill wolves and let them respawn you have a better chance of rolling that 1%. The downside to that is that by the time a 2 star wolf shows up it may be very close to morning and you might not get a chance to start taming before it despawns.
Go ahead and tame 0 and one star wolves as you find them that way you can start breeding them and only have to find one 2 star wolf to start breeding and culling your pack to all 2 stars.
I've always had more trouble finding a 2 star boar since the tame ones won't follow you and you can't really transport them to where you want them. The 2 star boars I've found have always been on the border of the meadows and the plains and most of the time fulings or deathsquitos kill them before I can get them back to my base.
Well, I'm trying on a 740 day old seed with all bosses done. Sometimes I see 1 2-star wolf during the You're Being Hunted Event but unfortunately you can't tame those. Other than that I haven't seen a single one.
I appreciate your honestly here, might actually save me some time. I think I'll be happy with just the 1-star puppy then.
In my experience it’s best to find a small to medium sized mountain with 3-4 known wolf spawns (usually packs of 2-3) Build a tame shack at the foot of the mountain. I use stone and iron gates if available. Make sure the base in comfortable. I also like an air gapped double wall when possible.
I go out at dusk and clear all the spawns , then you have to keep clearing them through the night. Eventually a 2 star will spawn. Shouldn’t take more that a few cycles if you keep clearing them until find one.
I’ll post a pic of the tame shack I like to make later.

This is actually a strat
@OP: you must be doing something wrong or it is pure bad luck. I never spent more than 2-3 ingame days to find a 2star wolf.
So the first step is to search at night. When you see a pack of wolves, mark that location on map because there is a wolf spawner and that is most likely the place where you will find your 2star wolf. When you have several spawners marked on the map, visit them during the whole night. If you see a pack and there is no starred wolfes, kill them anyway and move to the next location. But remember to always kill them all to enable the next group of wolves to spawn. Not sure about spawn rates but i remember killing 2-3 groups per night at the same location.
