the fire resistance is only for the full Fenris set.

Currently as Nefra indicated, you can't get +/- on a character's armor due to the whole fenris set being required so its a bit moot.
Fire resistance potion's % is higher than the -% though of the wood armor so it just makes the fire resistance effectiveness more marginalized to my knowledge (ie you take damage just only fractionally less).
Set armor means you need the entire set for a bonus to work, mixing and matching means you get no buffs, and what Ret said.
In the case you want to fight Yagluth: Pray. And don some good padded armor.
And hope it works. Seriously.
