Did it start working later? I remember earlier it was constantly doing its "radar-sound", but now it's just silent.
It should only ping when close to a node.<or something of value buried>
If it won't work just make sure you are at a high enough altitude and look for 3 way humps in the snow and just dig.

If you find stone golems you can be 95% sure there is silver around... certainly at that altitude or higher.
Another way to test it is find a group of vertical, standing stones in the shape and size of a longship in a meadow. You have a about a 95%+ chance of treasure being there, an equipped wishbone should ping while inside the "ship" perimeter.
