The best time to farm them is during a storm or at night as they are usually on the ground.
There is also a low chance for feathers to drop from trees as you are cutting them. And they can also appear as chest loot seemingly in every biome.
Personally I found myself being able to build up a surplus of feathers just by finding them in chests alone. It isn't until you start having to take out drakes or fuling camps that it really began to feel like I was losing arrows faster than I was gaining them.
