20 fps sounds about right.
I am sure the developers will optimize their game but as you know it is still in early access.
Btw. you will have more problems later on. When you build your base etc. performance actually decreases and the game becomes more demanding - you probably can play at even lower resolutions but i doubt that will be much fun.
A tip for your next notebook - if you want to do any gaming with your notebook always look for notebooks with a dedicated GPU.
