Sounds weird. Can you host via steam and have people connecting to it?
Can try Whatismyip to verify your external ip.
I'd assume connecting to steam on startup is some anty piracy policy. If it is, they are unlikely to do anything about it.
I'm getting a different IP from whatismyip than I get from my router, but neither one works. I can host via steam but it only works when I put my internal IP address and we add it to our steam client manually. I haven't put a lot of energy into diagnosing it.
1:Login to your router.
2:Locate your routers port forwarding section.
3:Put the IP address of the spare computer/host in the appropriate box.
4:Put the TCP and UDP ports for your game in the matching boxes in your router.
*you may have to reboot your router for the changes to take effect.

router gives router IP
router IP doesn't matter, you don't use it
public IP requires: internet connection, portforwarding, ISP's allowance to host servers, make sure that firewall/antivirus/other stuff doesn't block the connection, once you have those 4 you can join using public IP
But if you were trying to connect to a local host server over a LAN, using wifi you would ... what?

He specifically said LAN does not work when his internet is down. LAN valheim without internet connection is a thing.
My router tells me the IP assigned to me by my ISP, which is generally your public IP. When I was on Comcast it would be the same as whatsmyip. With Spectrum I'm not sure what it's reporting. There might be a NAT on the local loop somewhere that's fowling things up. As I mentioned, neither address is working externally. It's possible that Spectrum is blocking the server. At some point I will put some energy into it as I have another service that I need to access from outside my network that I used frequently before I moved to this area.
