This approach works well for me
If the mtn is low and has broken towers or no draugr towers on it, it probably isn't big enough for modar.
If you've made it this far without cheating, don't ruin the rest of the experience by letting yourself down now. Embrace the exploration.
It took me 10-15 mountains to finally find Moder - a building right at the foot of that mountain also had the stone-tablet marking the summoning area.
Later i checked with the cheat-tool and.... in my entire world there are just 2 spawnpoints for Moder -.-
Basically this. If the mountain is high AND wide, it's a good bet Modor is there. You're likely to be able to see that mountain from the water (assuming the weather is clear...).
You see them before you see the island they are on even.. just don't sail at night / fog / storm.
There seems to be a site around the north pole.
And an other one closer to middle (?) Just make sure you check all the forts you see.
I missed one, ended up having to sail to the north pole to find moder, while had one much closer..
