Is there a way to pull items "stuck in the tar" out, or is the only way to farm tar to drag the slimes out of the tar and kill them?

Kill all the growths. Then walk out a bit from the tar and dig a big, deep hole. Then dig to the tar pit and drain it. Then you can get the tar.

Kill all growths while using poison resist pot.
Drain Tar pit. That's right, drain it... use that pickaxe of yours and drain it.
Then go in and pick everything up, some things you find may even surprise you, last night I found a lot of gold and blackiron scraps at the bottom of the tar pit.

If you drain it will it ever come back, or are all tar pits single-use like the ore nodes?

Some growths still spawn, but I don't think any of the tar that you got out of the drained tar pit ever come back.

I wish there was a way to drain the tar pit without digging a massive hole. I have a few tar pits in the plains near my base I won't touch because I don't want to spend the 80 stone I'd need to refill in the hole that I'd have to make. And I don't want to leave the hole because knowing me I'd forget about it and ride the lox into it when not paying attention.

80 stone is literally nothing at that point in the game, so there's no reason to not just use the stone to fill it in, all you gotta do is chop down one of those stone pillars in the plains and you get so much stone you will need multiple trips to take it all back

Just.. use a hoe. Raise or flatten ground as needed. I'm assuming you've already drained it first with a pickaxe though.
