Crafting Sources not upgrading

My friend and I are in a server and we built a forge but in my hammer the anvil doesn't show up but for him it does and when he upgraded the forge to level 2 mine says its level 2 but only shows level 1 items.

You need to actually pick certain resources up and add them to your inventory for them to appear on the build menu.

For instance, if you have never picked up a piece of flint and feathers, you will not have the flint arrow available on your build menu.
