But don't expect a high FPS, and don't build too large bases, avoid tree farms.
I think a decent CPU is more important in this game as well as enough RAM.
But expect the game not running smooth in crowded areas.
and there's always the option of a refund, if it doesn't work at all.
Or maybe keep the game till you upgraded your system then.

ok yes the game will load, just about.. it wont be very playable.
No, not at all, specially seeing the video of the guy who tried play it.
And that at the start without big buildings or enemy raids.
Better to look for other games or to try to bump up those specs a little.
Question was: "Can I run it" and that's a yes. ;-)
If your expectations are low and you definetely want to play it, it works.
But as said. It's up to everyone on his / hers own being ok with low grafics.

That isn't actually... that bad, considering the 4000 is about 300% less powerful than the lowest end 500 series from 2011 (minimum requirement). OP has an i7 and in that video game was running on an i3 with 6gb of mismatched ram. I reckon at 800x600 you might be able to get at least 20fps out of it.
Do you seriously consider that the i3 was capping the HD4000?
An i7 won't make a difference here. And when he lights a fire and there are smoke effects? He could print the frame and put the picture on the wall before it updates to the next frame.
