How to create PvP only server?

That sounds like a terrible server idea.

Like the host would just turn on cheats before anyone is on the server, give themselves a stupidly powerful bow with thousands of arrows, food to give them a TON of hp, and then attack any crude base people made or camp their beds, just so they could record kills to act all "Yo I'm straight dunkin on these noobs!" for YouTube.

I just checked Nexus and didn't see a single one that allows this.

Thats why I am asking I couldnt find something myself thats why I mentioned in my first post.
