I don't hate it, but it was a change to the progression scheme folled since the start.
However to me this seems like a temporary oversight or a way to implement assets that they have already developed into the game to at least make them accessible while they flesh out a more comprehensive progression route in the future.
Personally, I feel that once you have unlocked frost resist potions, accessing silver should not be locked behind a boss item, and padded armor should either require black metal, or a black metal set should be introduced that replaces padded armor's current stats, while padded armors current armor values should be lowered, but have its movement penalties reduced/removed, and therefore give a late-game option between higher mobility or higher armor
