Not learning blueprints on pick up of items

Since I started playing I've noticed that when I pick up copper , iron , etc. That I'm not learning all the blueprints for said item. Other people in my game are learning them all and we've all picked up the same items so I'm pretty sure it's not because I don't have something learned. We tested if making another character and picking up would work and it did but I don't want to restart with skills. Has anyone else had this problem?

you need to smelt them before you get blueprint.
