You have to be sure your workbench is at the level needed to repair the current armor you are wearing. I was away from my main bases, and needed to repair my leather armor(the armor you make from deer hides. So I put down a workbench, but had to upgrade it to level 2 in order to repair my leather armor.

If you're wearing metal like Bronze for example, you need to repair it at the Forge.

You can't repair deerskin armor with a lv1 workbench.
Upgrade the workbench :)
