Where is the keybind file located. I want to change the tool keybinds...

Unfortunately can't change the hotbar

I posted this in bugs.
If you remap the right click key to anything else you disable the ability to equip armor.
otherwise seems fine, I use ESDF normally.

Customize 1-8 Keybinding?

Would be nice to be able to change these keys so that we can switch entirely with Left Hand. For example, to change my Fire Arrows to regular arrows would be nice to be able to assign the "8" key to F or something like that.

Agreed, number keys don't really work for a lefty cursor based setup.

There's accessability, 10% are left-handed, plus it's just the right thing todo. Let us edit some config file then add the UI later.

Up, up, down, down, left, right, left, right, B, A, B, A, select start.

On topic, until they get around to adding more keybinds, your best bet is auto hot key. You can also use mods for this but they might break each patch.
