Dedicated Server Port FWD/Firewall DMZ/Firewall off Not from external network
Dedicated Server is installed on Windows Server 2019 hobby server at home (Dell R710)

These are ALL the ports I have forwarded in the router as well as in the Firewall Rules:
TCP ports forwarded in Router: 80,446,2456-2458,8766-8768,27000-27166
UDP ports forwarded in Router: 2456-2458,3478,4379-4380,8766-8768,27000-27166

Batch File sets port to 2456

Additionally, tried turning off the server Firewall and placed server in DMZ.

I can access the server from inside my network by Steam\View\Servers\Favorites 192.168.0.100:2457 and join the game.

Any advice would be appreciated and might help a couple other people lost with this as well.

I'm sorry, I'm a bit frustrated with this. Because, I have a picture of my C3000Z ZXYEL router porting over the listed ports above. I don't need you to show me what I already know how to do and have done. I've installed PFPortChecker on the Server and checked the port 2456, 2457, and 2458. All NOT OPEN. I check port 32400 (Plex Server) Immediately, I get an windows warning, I give the application permission, and it shows the port open.

I think this is a Firewall issue. I did do both INBOUND and OUTBOUND. They are listed there, they just aren't open. It's windows server 2019, I'm leaning towards.

Here's how I tested Internal/External
Me: connect via Steam/View/Server Add 192.168.0.100:2457 (Connected!)
Me: connect via Steam/View/Server Add EXTERNAL IP:2456, 2457,or 2458 (No Go)(
Friend: Connect via Steam/View/Server Add IP: My external IP:2456, 2457,or 2458 (No Go)
I get the frustration which is why I'm trying to help. I've been troubleshooting servers, firewalls, routers and other networking equipment for over 30 years. I not saying you can't/don't know how to do any of this, I just can't see your settings or know what equipment you are using. There is not step by step guide on do this that will work for every router and firewall. There are always unique differences that will make people say - "Really... this router/firewall makes me configure it this arse backwards way?"

Standard rule of troubleshoot is to go back to Step #1 and have another set of eyes look it over. That's all I'm offering to do.
Tell your friends to try all the ports. I have not been able to join so many servers with the prot provided. like 2456, then i chagne it to 2457 and voila.
You don't have to use the default port the game provides if necessary. It can be changed in the batch file. For instance I use port 27000 for my server and works great. I couldn't use the default port because my server/machine uses those ports for something else.

I'm curious to know exactly how you have your adapter set up on you dedicated box.
Network, subnet, gateway, dns, etc
There are more things to setup on a true dedicated server/machine.. especially with server OS.
I have a screen of my game server(machine) nic settings and the "additional settings" required to actually host. I'd like you to see it so you can compare, but like you.. I don't post my wan ip in public forums.
I have been hosting minecraft, ark, empyrion, forest, and many other servers for years.
From everything you mention, it definitely seems like your server, not your router or the game.

idk how much risk you're willing to live with but i personally just completely disabled the firewall on my ubuntu server and that solved all my issues.
